Statewide policies and practice affect our region – so we need to ensure that they are informed by local and regional needs and experiences.

The Hartford Foundation engages in a broad range of public policy activity that aims to support a quality early childhood system and the wellbeing of all children and families. 

By sharing the learning from our investments and our collaborations, we can help state-level decision-makers advance public policy that scales and sustains what works. 


There are great things happening in early childhood at the local and regional levels.

Through our research and partnerships, our staff has gained deep knowledge and experience. We are often invited to participate in statewide policymaking workgroups, coalitions and collaborations.

Participating in these groups enables us to work with legislators and state agency leadership so that Connecticut’s policies can be informed by and responsive to regional and local experiences.


We also strive to align missions and resources for greater impact.

As a member of the Early Childhood Funder Collaborative, we work with our philanthropic peers across the state that have experience supporting and operating programs serving children and families.

The participating 14 funders are committed to a data-informed and community-driven approach to building and sustaining a comprehensive and quality early childhood system. With our collective voices and resources, we can help improve outcomes for all children, families, communities and the workforce in Connecticut.

Demonstrating our community leadership through advocacy, the Hartford Foundation for Public Giving is a registered lobbyist with the Connecticut Office of State Ethics and is subject to federal and state rules relevant to lobbying.
